Maybe he's holed up with Finbar and Dudley. They could have sat on him and kept him there with them if they thought he was upset enough to splinch himself if he tried to apparate.

Mum's about having kneazles; she wants to be there but she doesn't want to leave us alone.

Snape is pouring Frank's drinks and telling Alice that if she goes in wands blazing to rescue Neville, she will die too, and that will dishonour Neville's sacrifice and his last wishes.
